Use Planner for lightweight team work. Keep the plan connected to the Team where the conversation and files live. Use Lists when the items are more like records than tasks.

When Planner Is Not Enough

Planner is not a full project management system. If you need dependencies, baselines, formal resource planning, or portfolio reporting, you may need Microsoft Project or another specialized tool.
